HESFB Uganda Students Loan Scheme Application Guidelines 2019/2020

EXTENSION OF DEADLINE FOR DIPLOMA PROGRAMMES AND SOROTI UNIVERSITY APPLICANTS

The Higher Education Student's Financing Board (HESFB) takes note that;

1. The Joint Admissions Board (JAB) commenced the national selection exercise for different Business Technical Vocational Education and Training (BTVET) Institutions on July 9, 2019 ending on July 12, 2019, with private admissions commencing thereafter.

2. The closing date for applications to the maiden Undergraduate Admissions to Soroti University is Friday July 12, 2019. 

The Higher Education Student's Financing Board (HESFB) therefore informs all intending student loan applicants under the undergraduate diploma category and those intending to join Soroti University that the deadline for applications to the Student Loan Scheme has been extended from Monday July 15, 2019 to Wednesday July 31, 2019. 

Apply online on www.hesfb.go.ug or pick and drop application forms at any Centenary Bank branch countrywide.

The Higher Education Students Financing Board (HESFB) was established by an Act of Parliament to administer the Students’ Loan Scheme.

The Board has received funds from the Government of Uganda to be used for financing Ugandan Students who are pursuing studies in Higher Education Institutions in Uganda.

The objectives of the Students’ Financing Scheme are: -
(1) to increase equitable access to Higher Education in Uganda;
(2) to support highly qualified students who may not afford Higher Education;
(3) to ensure regional balance in Higher Education services in Uganda;
(4) to create a revolving fund.

The Board invites applications for loans from eligible Ugandan students who have been admitted for Diploma and Undergraduate programmes listed in tables 2 and 4 for the academic year 2019/20 in the Public Universities, Private Chartered Universities and the listed Other Tertiary Institutions in Tables 1 and 3.

3.0 Eligibility into the Scheme

Pursuant to Section 20 (1) of the Higher Education Students Financing Act 2014, the scheme is for Ugandan students seeking to pursue Higher Education in accredited institutions of higher learning recognized by National Council for Higher Education and also pursuing programmes shown in tables 2 and 4.

4.0 APPLICATION PROCESS

4.1 Loan Applications

a) Offline Application: Eligible applicants should get hard copy of the application
form from any of the participating Higher Education Institution ‘s Office of the Academic Registrar; or from any Centenary Bank Branch across the country or download and print a copy from the HESFB website: www.hesfb.go.ug.


b) On line Application: All eligible applicants can also apply online for the Higher Education Students’ Financing Loan using the HESFB website http://www.hesfb.go.ug and click on APPLY NOW to start the online application process.

Applicants using this window shall be required to print the last 3 pages of the Application form, collect the required recommendation signatures, and attach all the required documents in the Loan Application Form including the Bank pay-in-slip, then submit their application to the nearest Centenary Bank Branch.

4.2 Submission of application forms

a) Submission of the Offline Loan
Application Forms: - All the completed hard copies of the Loan Application Forms, together with the required attachments should be submitted to the nearest Branch of Centenary Bank, upon payment of Ushs. 52,200 (Uganda Shillings Fifty Two Thousand Two Hundred Only inclusive of Bank Charges) as non-refundable processing fees.

b) Submission of the Online Loan Application Forms: - On receiving the relevant recommendation signatures, online applicants shall attach all the required documents to the Loan Application Form together with the Bank pay-in slip of Ugx. 52,200 (Uganda Shillings Fifty Two Thousand Two Hundred Only, inclusive of Bank Charges) as non-refundable Loan processing fee and submit them to the nearest Centenary Bank Branch.

Please note that the Pay-in Bank Slip should be properly kept and will form the first level Loan Application acknowledgement receipt .

5.0 Students’ Loan Coverage

The Students’ Loan shall cover tuition fees and functional fees. The loan shall also cover Aids and Appliances for persons with disabilities, while research funds may be covered as and when budget allows.

PLEASE NOTE:
1. The loan shall NOT cover meals, accommodation and other incidental welfare expenses.
2. Seek for the loan ONLY IF YOU NEED IT.
3. The Loan Application form is STRICTLY NOT FOR SALE, it’s entirely free but a
fully filled loan application form should be submitted to any Centenary Bank Branch after payment of Ugx. 52,200 (Uganda Shillings Fifty Two Thousand Two Hundred Only inclusive of Bank Charges) as non-refundable Loan processing fees to HESFB A/C No. 3740300006 with Centenary Bank.
4. Student loans shall strictly be awarded to students joining the Higher Education Institution for the first time or students admitted to pursue programmes in first year.
5. Students who have received Government or other scholarships are not eligible for the Loan Financing Scheme.
6. You will be informed of the outcome of your application through the Print media, your respective email addresses, the HESFB website, and or via SMS on your private mobile telephone contacts.

6.0 Disclaimer:

This It has come to our notice that some unscrupulous agencies / persons ("bafere") have taken advantage of the ongoing Loan Application process to defraud innocent Ugandans of their hard earned money purporting to "help students get on to the Student Loan Scheme."

The High Education Students Financing Board (HESFB) wishes to inform all intending Loan Scheme applicants and the general public that selection of Loan Scheme beneficiaries is carried out through a well-established selection criteria that uses a special "Means Test" comprising of a combination of indicators and other basic considerations to end up at the final list of only the befitting beneficiaries. This is also coupled with a robust verification exercise to establish consistency of information and eliminate fraud. The advertisement details and selection procedures are also clearly mentioned on our website www.hesfb.go.ug Therefore, NO PAYMENT SHOULD BE MADE TO ANY INDIVIDUAL FOR PURPOSES OF SECURING THE STUDENT LOAN.
