National Examination Council (NECO) Manual on the Responsibilities of Monitoring Officers for the Conduct of Basic Education Certificate Examination (BECE).

The National Examinations Council has released the 2020 BECE Manual and Monitoring forms.

INTRODUCTION

A core mandate of the National Examinations Council (NECO) among others is the conduct of Basic Certificate Examination (BECE) for candidates in Junior Secondary School 3 (JSS3) Classes in Federal Unity Colleges and Allied Institutions.

This core mandates also found expression in the Mission Statement of the Council which is to conduct examinations whose results are trusted globally for their credibility. In order to actualize the credibility of the conduct of the Basic Education Certificate Examination and the validity of its results, the Council over the years has continued to carry out the monitoring of the examinations.

To further deepen this credibility and validity processes, the Council has redesignated the status of the examination monitors at various levels.

The Council has also developed monitoring manuals with well-defined indicators so as to enhance the institutional arrangements for monitoring arrangements. For the purpose of the effective monitoring of BECE, the Council has recently categorized the different levels of examination monitors as listed below:

• Monitoring Overseer (MO) 
• Roving Master Monitors (RMM)
• General Supervising Monitor (GSM)
• Master Monitors (MM) 
• State Monitors (SM) 

The major thrust of this Manual is to identify the various groups of persons in each category and define their various responsibilities during the monitoring exercise.

In doing this, the Council is inspired by the goal to improve the sensitivity and results of the monitoring exercise.

The various categories of examination monitors are urged to familiarize themselves in the use of this manual.
