ELIGIBILITY AND REQUIREMENTS

ABOUT IMSUBEB

Imo State Universal Basic Education Board Owerri (IMSUBEB) is a parastatal thats charged with the responsibility of the management of Basic Education, that is, management of the Early Child Care Development (ECCDE) Basic 1-6 formerly referred to as Primary 1-6 and Junior Secondary Schools owned by the government.
IMSUBEB was established in 1994. It was then known as, State Primary Education Board (SPEB) Owerri, until it was changed to IMSUBEB.

Functions of IMSUBEB

  • Formulation and implementation of policy guidelines for the successful operation of Universal Basic Education Programmes
  • Receives grants from Universal Basic Education Commission (UBEC)
  • Prescribe the minimum standard for Basic Education throughout the State.
  • Monitor Federal, State and Local Government inputs in the Implementation of Universal Basic Education in the State to ensure its compliance to the national policy on Basic Education.
  • Ensure regular capacity building, training and retraining for teachers through Teachers Professional Development the State. Basic Education Programmes to ensure quality in education.
  • Recruitment, appointment, promotion, discipline of teaching and non teaching staff, recruitment of Federal Teachers (FTS) and monitoring of N-Power programme.
  • Ensuring regular and up to date data on tutorial and non tutorial staff, pupil enrolment in both primary and junior secondary schools, including the supply and distribution of in structural materials to schools’ etc.

About IMOSEMB

Secondary Education Management Board (SEMB) was established by Edict No. 3 of 1989 and is mandated to take charge of Post Primary Schools in the State and manned by Chief Executive, the Executive Secretary. The Executive Secretary, who must be an educationist, is appointed by His Excellency, the Governor. The Secondary Education Management Board had 3 educational zones originally, but was further divided into 6 educational zones for administrative purposes, namely: Owerri Zone I at MCC Road, Uratta Owerri; Owerri Zone II at Aboh Mbaise; Orlu Zone I at Orlu Town; Orlu Zone II at Mgbidi; Okigwe Zone I and Okigwe Zone II. These Zonal offices are manned by Directors of Schools who report to the Chief Executive, the Executive Secretary as at when due. The Secondary Education Management Board is made up of Eight (8) Departments viz, Accounts, Administration and Finance, Guidance and Counseling, Legal Services, Procurement, Planning Research and Statistics, School Services and the Sports manned by Directors.

The Secondary Education Management Board’s activities among other things include: Recruitment/Appointment of both Tutorial and Non Tutorial Staff, Transfer Staff, Discipline Staff, Promote Staff etc. However, there exists a Board manned by a part time Chairman who is appointed by His Excellency, the Governor with other members as may equally be appointed by his Excellency.

Mission

To provide equal and universal access to Secondary Education that will ensure self-sufficiency, preparedness for further education, good citizenship and effective participation in governance.

Vision

To provide the enabling structures and build capacity for efficient and effective implementation, monitoring and evaluation of the National and State Policy on Education in the Secondary sub-sector.

Objective

Initiate, formulate, implement and coordinate policies for Secondary Education.

Specific Aims

  • Set standards and provide operational guidelines for setting up of schools.
  • Ensuring teacher quality.
  • Monitor curriculum delivery in secondary schools.
  • Oversee the management of Public Secondary Schools.
  • Collaborate with the Federal Ministry of Education, other relevant parastatals and Local Government Education Authorities in the State to ensure uniformity of curriculum in State Secondary Schools.
  • Monitor & supervise the conduct of Junior Secondary 3 examinations and other mock examinations in Public Secondary Schools.
  • Monitor State-wide Secondary Education Certificate Examinations in collaboration with other relevant State educational bodies.
  • Corporate and Collaborate with the Federal Government, Ministry of Education, NGOs and International Development Partners on issues concerning Gender Education (girl/women/boys).
  • Provisioning of functional literacy and continuing education for adult and youths who never had the advantage of formal education or who did not complete their Secondary Education.
  • Promote of Multilingual Education-Foreign and Nigerian Languages more importantly, a\a language clinic for the teaching and learning of Igbo language.
